November 13, 2025 – Boston Capital Finance (BCF) is pleased to announce the closing of a construction to permanent multifamily conduit tax-exempt bond.  

West Boulevard will be a newly constructed 238-unit multifamily community comprising seven three- and four-story garden-style apartment buildings and a standalone single-story clubhouse. The development will offer a mix of one-, two-, three-, and four-bedroom units, all reserved for households earning up to 60% of the Area Median Income through the use of 4% Low-Income Housing Tax Credits. Located on a 13.13-acre site at 3119 West Boulevard in Charlotte, North Carolina, the property will feature high-quality finishes such as stainless-steel appliances, quartz countertops, and in-unit washers and dryers, complemented by community amenities including a fitness center, clubroom, playground, and outdoor gathering spaces.

Minnesota based Roers Companies is the developer. “Along with our partners, we are delighted to bring this high-quality affordable project to the city of Charlotte, North Carolina,” said Kevin Sturgeon, Development Manager for Roers Companies.

“We are excited to be working with the Roers Companies on this $65 million conduit multifamily bond.  Roers selected BCF based on our understanding of the market, seasoned team and certainty of delivery,” said Sean Curry, Partner and Director of Originations and Investments.
